The Problem: The manufacturing site for a major Canadian chemical manufacturer handles, produces and stores various chemical products, including ethane, polyethylene, ethylene dichloride and chlorine. Any of these compounds would create a highly toxic environment during an accidental release.
In 2004, the company recognized that it needed to be much more prepared to handle a chemical emergency. The existing computer-modeling system was an outdated DOS-based program.
The facility needed a solution with several key requirements:
The search for the right solution intensified that same year when the new Environment Canada "Environment Emergency Plan" mandated that the site be capable of providing prompt and reliable notification of toxic releases to its surrounding communities.
The Solution: After exhaustive research and evaluation, the company selected SAFER Real-Time as the state-of-the-art solution that would meet this mandate and other critical requirements. The software’s advanced algorithms combine live weather information with site-specific data (chemical and physical properties, release scenario and topography) to prepare for all possible emergencies, including toxic vapor cloud, fire and explosion. Its pre-defined scenarios enhance the speed and accuracy of incident planning and response while its wireless GPS-enabled gas sensors and fixed sensors enable SAFER's patented Advanced Back Calculation to estimate the release rate of the various chemicals at the site.
SAFER’s team of engineers installed the necessary meteorological and gas sensors, making sure the hardware worked perfectly with the company’s software. When integrated, the solution is able to detect the release of toxic chemicals at the earliest stages and predict, in real time, how a particular plume would disperse over the surrounding terrain at the facility during an event. Several fixed sensors were situated at and beyond the plant site perimeter.
The Results: With SAFER Real-Time, the facility no longer relies on potentially unreliable plume modeling nor does it need to put personnel in harm’s way to collect samples. The software is also an integral part of its emergency planning exercises, monthly reviews and skills improvement sessions. The site’s Environmental Health and Safety team moved their real-time ambient air alarm monitoring over to the Real-Time solution for improved sensor monitoring.
Most important, the facility is now equipped with the industry’s only emergency response software that utilizes live weather and gas sensor data to create highly accurate plume models. The company kept its commitment to Environment Canada and its neighbors to install reliable and effective technology for responding to toxic gas releases.
